Shampa Panda-Bryant

Shampa Panda-Bryant is a Senior Associate in the Environmental Practice Group of Arnold & Porter where she helps clients navigate a constantly changing environmental and natural resource regulatory landscape.

Prior to joining Arnold & Porter, Shampa was a Trial Attorney in the Environment and Natural Resources Division of the U.S. Department of Justice where she litigated cases arising under the Endangered Species Act, Migratory Bird Treaty Act, and Magnuson-Stevens Fishery Conservation and Management Act in federal courts around the country. She also participated in the Justice Department’s efforts to enforce the civil components of federal animal welfare statutes, including in United States v. Gingerich and United States v. Envigo. At ENRD Shampa twice received the Outstanding Performance award, for her defense of the United States Fish and Wildlife Service’s management of the endangered red wolf and for her animal welfare work. She joined the Justice Department through the Attorney General’s Honors Program.

Shampa clerked for the Honorable Henry F. Floyd in the United States Court of Appeals for the Fourth Circuit and the Honorable David C. Norton in the United States District Court for the District of South Carolina. She is a graduate of the University of California at Berkeley School of Law, where she was the Senior Articles Editor of the Ecology Law Quarterly, and the University of North Carolina at Chapel Hill.
