The National Wildlife Refuge Association Welcomes Caroline Brouwer As The New Vice President of Government Affairs

The National Wildlife Refuge Association has officially appointed Caroline Brouwer as Vice President of Government Affairs. She has been with the Refuge Association since March 2015 as Director of Government Affairs and since May 2019 as Acting Vice President of Government Affairs. Based in Washington D.C., Brouwer works closely with Congress and the Administration to promote federal conservation funding and policy affecting the National Wildlife Refuge System. She also leads the Cooperative Alliance for Refuge Enhancement (CARE).

Before accepting her first position with the Refuge Association, Brouwer worked for Ducks Unlimited (DU) for seven years on federal conservation policy. She led DU’s advocacy on the appropriations process to increase funding for U.S. Fish and Wildlife Service programs such as the National Wildlife Refuge System, North American Wetlands Conservation Act (NAWCA), and the Land and Water Conservation Fund (LWCF). Caroline was also the CARE representative for DU.

Brouwer earned her law degree from the University of South Carolina School of Law and a Bachelor’s in anthropology from the University of the South in Sewanee, TN. She is licensed to practice law in the District of Columbia and South Carolina. Before going to Ducks Unlimited, she worked as a community economic development volunteer for the Peace Corps in Ukraine, a private attorney, and family court prosecutor.
